    If you mean for testimony that remains to be seen. If something good gets a hearing, I am going to make an effort, if I can get away from work.

    Or do you mean am I staring to try to put together a RALLY.?
    That answer is a yes, started talkimg today. Gonna spend some time this weekend. Or try.

    I actually meant an appearance in one of the crappy rooms in the basement. You and Bill of Rights testified at a hearing in 2017 and that's why I started down that path. A RALLY (not a rally, a RALLY)? That'll need it's own thread.

    Good to see constitutional carry up again! I hope that it gets traction.
    I will be sending postcards to the committee members this weekend!

    It won’t. The leadership has already put out the edict that no controversial bills will be allowed to advance. The republicans are playing defense because this is an election year.

    Additionally, this is NAGR's Indiana affiliate AND Nisly who stunted this as an amendment and nearly killed some good stuff with it in 2016. So he could "get them on record".

    And in 2019. When I saw the name Nisly I saw more red flags than at a communist pride parade.

    OK INGO: HB 1152 (False Informing and Red Flag Laws) is a good thing. It's been introduced by Jim Lucas and as we learned from listening to WIBC this evening Guy Relford wrote it.

    It's in the Courts and Criminal Code Committee. Put another way, this ain't the Public Policy Committee with Ben Smaltz as the Chair and Jim Lucas as a member. We can't take things for granted.

    Copy/paste/edit/fix my English as needed. Link below is for the Courts and Criminal Code Committee, the Chair makes the call on what bills get a hearing. Put another way, CLEARED HOT!!

    IÂ’m writing to encourage your support for HB 1152: False Informing and Red Flag Laws.



    There are currently a number of offenses specified as misdemeanors or felonies under current false informing statutes. All references specific to false informing contain words such as “knowingly provided false information” to make it a crime. HB 1152 is no exception.



    HB 1152 amends current law and makes it a Class B Misdemeanor to “knowingly provide false information that an individual is dangerous” as defined in IC 35-47-14-1, better known as Indiana’s Laird Law.



    In other words, HB 1152 makes it a Class B Misdemeanor if someone knowingly provided false information: that [FONT=&amp]the individual presents an imminent risk of personal injury to the individual or to another individual; or it is probable that the individual will present a risk of personal injury to the individual or to another individual in the future and the individual: has a mental illness (as defined in [/FONT][FONT=&amp]IC 12-7-2-130http://iga.in.gov/legislative/laws/2019/ic/titles/035#12-7-2-130[/FONT][FONT=&amp]) that may be controlled by medication, and has not demonstrated a pattern of voluntarily and consistently taking the individual's medication while not under supervision; or is the subject of documented evidence that would give rise to a reasonable belief that the individual has a propensity for violent or suicidal conduct.

    HB 1152 also upgrades SWATTING to a Class A Misdemeanor, by amending “results in harm to another person” to “results in creating a substantial risk of bodily injury to another person”.



    Knowingly providing false information that leads to a SWAT Team at someoneÂ’s home certainly creates a substantial risk of bodily injury.
    HB 1152 makes it a crime to falsely inform using the definition of a dangerous person in IndianaÂ’s Laird Law. It ensures vital Constitutional protections currently in false informing laws.

    I appreciate this thread. Being new, itÂ’s good to get a feel. I already reached out to my Rep/Sen. JD Ford actually called me back and talked about it for awhile. Like a typical politician, he tried to pivot to another topic where he was more comfortable and thought we may agree. I was just surprised and happy to get the call back. Rep. Schaibley emailed me back, but it was generic and seemed to be a check in the box.

    Does Indiana have a gun lobby day at the Capitol? I donÂ’t know which NRA lobbyist is responsible for Indiana, but I doubt they coordinate anything. WhatÂ’s the history of Constitutional Carry here? I saw the bill, but figured it was symbolic. IÂ’m guessing itÂ’s something that a few die hards point at to stir stuff, but isnÂ’t going anywhere.

    IÂ’d like to come down to Capitol and watch the process should one of these bills advance. Thanks for the thread.

    Does Indiana have a gun lobby day at the Capitol? No, we have had a few 2A rallys, last one in 2018 had around 1,500 attend. BrotherBill3 here on INGO is the resident special event/rally organizer and was the emcee in April 2018.

    I donÂ’t know which NRA lobbyist is responsible for Indiana, (it was Chris Kopacky, he got promoted. Haven't met the new guy yet, him and Chris are a bit busy in Virginia per my NRA-ILA source.) but I doubt they coordinate anything. Rallys are local coordination.

    WhatÂ’s the history of Constitutional Carry here? I saw the bill, but figured it was symbolic. Tried but current House and Senate leadership (Bosma, on his way out as Speaker and Bray in the Senate) are less than cooperative. Current HB 1211 is from a Rep known for pulling stunts and being associated with NAGR. Last year he damn near torpedoed an important bill (civil immunity for lawful use of force) trying to put ConC in as an amendment.

Committee hearings are often in the dank basement (Public Policy and Courts and Criminal Code in room 156, there are actually four 156s A-D, Senate Judiciary committee is in room 130 which is horrible for other reasons including the giant Limestone pillar in the middle of the room) but the House Education Committee meets in the House Chambers (swanky!) The committee hearings are when the public can testify. Most committees meet on Wednesdays, Ways and Means meets other days.

    SB-263 is up for a hearing Wed 01/22/2020 1:30 pm Senate chamber (Ed and Career Devel.) - this is the teacher training bill - which I think (Kelly has better undertanding) is similar to one that was defeated last year - but it may be a good thing to see this go down.

    (note unrelated but ... Also in the same hearing is SB 233 (not guns but requires all HS Snr to fill out a FASFA, which is absurd) ... )

    Then at 3:30 in room 130 (Judiciary, I think) - SB 291 Carry in Casino's by LEO's ... I'm not infavor of privileges for the some over others, but I also see the reality that LEO is never off duty; and they are prohibited from consuming (alcohol) while or prior to this. etc.

    OK summary for today - oh and good job (so far that I've heard) for 2A in Virginia

    SB 263 is HB 1028 with last year's poison pill amendment. I know there is a split here on 1028, but requiring the training to allow teachers/staff to carry is a step back and is something I can't support. Neither can the schools that currently have armed staff.

    I'm not currently prepared to speak in opposition to this bill. If it makes it through the Senate I'll speak in opposition in the House.

    If HB 1152 (Red Flag Laws and False Reporting) comes up this week it'll come up FAST. The Staties down at 200 W Washington seem to be off today, if the website updates with a hearing I'll yell loud.
