Anyone know what this round might be? I have a handful of them, don’t remember where I got them, and they were loose when I acquired them. Headstamp says .223 and what looks like a question mark. The tip is black. I have zero other info but would like to know what they are.

Apparently a large batch of ammo from Bosnia was imported with black tips and that head stamp. It is basically SS109.

    *edit*

Internet says the flash holes can be small which makes reloading a bother.

    The known.
    That is an Ingman headstamp.

[STRIKE]The unknown, without dissecting the cartridge.
About 15 years ago, Bosnia shipped a lot of their M855 to America. Igman is a Bosnian NATO contractor. The claim was that it tested 12fps too slow for NATO spec. It's believed that actually the neck size is out of spec because people who bought the surplus ammo were having issues with the cartridge getting stuck in the barrel.[/STRIKE]

I found this on the M14 forum.
For awhile , there was some Bosnian/Ingman SS-109 going around with black painted tips.
