I don't think that's ever been said? I'm not 100% sure but the understanding is people aren't naturally selfish but that capitalism incentivizes selfishness. Though either way they're just political talking points.

Many people have said what you doubt anyone's ever said. However, I think they do believe that capitalism brings out selfishness. They don't understand human nature. Plenty of studies and pretty much everyone's personal experience confirms people are self-interested.

Two things about humans are apparent in how well either socialism or capitalism works. 1) people are self-interested. 2) the people at the right fringes of the bell curve are way more competent than everyone else.

Capitalism works because people are self-interested, and some people are just better than other people. With capitalism, well placed boundaries on self-interest mostly prevents the better people from ****ing everyone else too hard. If you keep government mostly out of the whole thing, i.e. no cronyism, though not perfect, Capitalism makes people's lives better. No one braves 90 miles of treacherous shark infested ocian to escape capitalism.

Socialism doesn't work because people are self-interested and some people are just better than other people. Socialism requires strong government to force people to suppress their self-interest. But, it cannot prevent the uber better people from ****ing everyone else, because socialism necessarily gives them a strong government with which to wield power against the weaker people. The very thing that communism is supposed to solve becomes the primary mechanism for uber competent people to exploit.

So those people are wrong. Capitalism doesn't incentivize selfishness, if anything it satiates its inevitability.
