Yes, I believe the states set their own standards, within an established evidentiary framework, for secure ID. The Feds didn't mandate birth certificate or passport (which is the same thing one step removed) because they couldn't, but they set the standards to have the state's program recognized - but your state (and mine) was willing to impose that requirement

But the Federal Govt's power is coercive and not statutory. They cannot tell the states exactly what procedures to enact, they can only create a system that penalizes those that don't meet that criteria they select.

Below is a link to Indiana's Real ID documentation checklist. Please note that under Section 1 Identity and Section 3 Lawful Status, the criteria must be met either witha BC or passport, or with some derivative documentation that required a BC or passport and is thus not evidence of lacking the requirement but just a process that is once removed from where you have to show the BC or passport (itself once removed from the necessity to show a BC)
