If they are behind and everything is close to being camera ready it is not uncommon to film the rehearsal but in this situation they were still trying to get the correct camera angle for the B camera so it not would have been filmed.

And I believe this was considered "low budget" so they're going to be frugal everywhere they can. Sorta what got them into this position in the first place. N'est-ce pas?

In the old days when they used real film they were very frugal with what they actually filmed because processing it cost them real money and time. Since pretty much everything went to digital they probably film 3 times as much as they used to including rehearsals which have very little chance of catching anything of value.
Even when they used film they would waste a lot of film on things they knew would have no value. An example is after lunch the studio always wants a report on how long it takes to roll camera after the crew returns. If things are going slowly they will just roll camera on something that everyone on the set knows is useless just so they can have it documented that they made quick progress after lunch.
