    I guess that makes sense.

    Still... a silly confusing thing.
I am usually among the first to criticize government but not in this case. The postal system has a job to perform, hopefully, efficiently. In rural states a single post office may serve several towns or even counties. I believe it would be inefficient to force them to follow other political entities boundaries…

We can thank Congress for this. The Safer Communities Act requires the feds to inform local law enforcement when a person is denied on an NICS check. The new question on the form is to provide the feds an easier method to determine which agency to inform. Just another of the thousands of ways bureaucracy is annoying.
Just how, in light of my explanation of postal practices, does this make it easier to inform the correct agency?

Inside city limits the correct agency is the city police department, outside of city limits the correct agency if the county sheriff's office. This way they'll know which to contact by just looking at the 4473 and not having to look up where the city limits are on a map.

No it does not. You can live in one city, check that you live in city limits but your address is another city.

That sounds like a rare exception, the vast majority of the time the case is that you would have an address in a city (based on the zip code) but actually live in an unincorporated area.

It truly is not a rare exception, it is all around a city like Indy because as me growth occurs across the city/county line the little post offices lack capacity so the big city post offices handle the growth.

Can you give a specific example because that doesn't make sense to me. When you're putting your address on a 4473 you would put the name of the city/town/village/whatever you actually live in, not the one that delivers your mail (even if you share a zip code with the other city)

The only other case I think of when an unincorporated community gives itself a name and basically holds itself out to be a city of its own but because they are unincorporated you still give your address as the city that delivers your mail, in which case you are outside city limits because you are unincorporated and don't have city limits of your own. There's one such area near me that likes to pretend its a town of its own because they hate the city they are outside of lol.

The whole, sale or transfer of a firearm seems to be a muddle. “No I’m not gonna sell them or give them away, I’m going to live forever.”

I can't imagine what difference this question would make. They need to know what police agency to call if I'm denied? BS. If I'm denied and didn't lie on the form, did I break a law? If a person is denied purchase of a new firearm (assuming they're not a felon) does that mean they are no longer allowed to be in possession of any firearm? I just cannot see how this question benefits anyone; not the seller, not the buyer, not law enforcement. A sheriff can always be the default enforcement agency contacted. Also, Lawrence, Beech Grove and Speedway are inside Indy/Marion county. But they're not all cities, some are towns.

Lookup National City Leasing. Clearly 98th is in Carmel, but Indy address.

    3003 E 98th St
    Indianapolis, IN 46280
    United States

    There you go…
Looking at businesses in that building it seems like they use Indianapolis and Carmel as their city interchangeably. I would argue the Indianapolis address is simply incorrect and you would put Carmel on your 4473 instead.

Remember when you got points on an exam in school for filling out the part with your name and other info? This is like that.

    1. Can you follow directions?
    2. Do you know your address?
    3. Do you know if your residence is inside the city limits of the city in your address?
Answer correctly and you can be the owner of the gun listed on the form.

Answer wrong, well there may be no way to be sure you're right or wrong. That's up to interpretation by the same fools who created the form.

I have a long-time customer whose address is Carmel 46032, but they live north of 146th street in Westfield. Several years ago when I was looking to pull a permit for a bathroom remodel on their home, I had to go through Westfield.

    I'm with @manifest destiny , I don't see how this benefits anyone.
Yes it is that way there as well. Some insist on making incorrect guesses on something they clearly know nothing about…

Agreed. That’s a carmel zip code. It’s not really Indianapolis even though that is what they put in the printed address.

EDIT: I guess those businesses identify as being in Indianapolis? :):
