There's a longer video segment somewhere that shows the chase a minute or so before the big crash. They were hitting 100mph and the pickup was swerving into oncoming traffic to go around people in front of him. I could not make out the radio traffic but according to the narration the trooper's supervisor told him to stop the guy.

So he did.

The recommended maximum speed is 50 mph, for IMPD. Key word, recommeded.

I imagine it would still stop the vehicle. 2 wheels locked up have to have quite a negative impact on speed.
But I have no proof of that statement.
