Should be pretty simple to determine whether he had those tattoos before February of 2017. He has an extensive arrest record in at least 2 states and they list distinctive markings in the records and probably have photographs of his arms. Heck, even his social media. That would be a start.

Yes. some phones mirror image the picture when you use selfie mode. Just recently iPhones have been given the option to flip it back so its not like looking in a mirror.
