It's often hard to give everyone the same 'time off'.
Crew in the 'fleet' will look at the 'shore duty' people only working Mon-Fri, 8-4.
Then, narrowing it down to the 'fleet', air crew, surface, and subs will have wildly different expectations.
Further narrowing will divide.. engineering personnel have less time than the 'coners' (non-engineering) because they are 'first on-last off' and having to maintain the engineering plant if steaming in port.

Divisions also exists between officers/enlisted.
Etc.

This is one of our biggest problems in this country. It is not hard to find people with multiple convictions, arrests, etc walking around. I don’t know the exact number, but I would wager that a large percentage of crimes are committed by the same people over and over again. I know in our small county, that is definitely the case. I’m tired of it.
