The National Institutes of Health (NIH) will be spawning a new agency (read: government run corporation) called the National Center for Advancing Translational Sciences. The center will receive $1 Billion in funding and will research new compounds which will be given to huge pharmaceutical corporations who will market and sell them to you. The government will even play a role in testing its creations on humans now.

The last thing the pharmaceutical industry needs is more "help" from the government. They're helping them into failure as it is. Every company always has multiple drugs in their pipelines at any given time and more are added all the time (and just as frequently rejected for various reasons). "We want you to make this really good drug we came up with" is a recipe for disaster. Best that the government just save the money and leave pharma the hell alone. Or retool the stupid patent laws so they could lower the price of drugs and enjoy exclusivity for a longer period of time. Then we'd see a boom.
