    These are... laws.

    Where are the citations of instances (much less, statistics) of concealed carriers shooting good guys?

    I am sorry, I thought the ask was for citations for the Capitol Carry.

    Here are a couple. I am trying to locate an article that I recently read on the subject. I know there was a recent case where a guy in a bar, I think the bouncer, was holding a shooter at gun point and the police sot the guard.

    I can't believe I'm the one saying this but lets get the thread back on the 2020 Legislative Session track.

    Two bills still on the Radar: SB 263 (see my post from yesterday.) This one's going to the House, too much State control/too specific on who can do the training. Look for amendment or death in the House.

    SB 436: was amended to contain some HB 1152 language (false reporting... Laird Law... becomes a crime) and language from HB 1338 (reporting of Laird Law confiscations requirement, cut out of last year's bill that strengthened protections under Laird Law). May need our support.

    Also the video is up from yesterday, go to the information tab then under archives video, 2020 videos, click Senate standing, use the drop-down for education and career development, then use the drop-down to click on yesterday‘s date. I’m using MS Edge and it brought it up OK. It’s almost 5 hours long, and they started 15 minutes late. Use that in my play-by-play for the time drops and hopefully it won’t be too painful.

    Was this in senate 2nd reading where your comments come from?

    I was watching house floor for 1159 (which also had language from HB 1152 & HB 1383 merged into it) ... this item died yesterday after not getting heard.

    Per a 2A source inside, the house will likely try to include the lost items by amendment into a SB. ... I just hope not in a bad SB to make it more pallatable.

    I would rather go no where in most cases.

    If it matters ... 5 other bills made it thru committee without getting the 2nd reading.

    All of my comments were from the Committee hearing on the 29th. SB 346 (Dyslexic Students and Testing) was the one before 263 so I made comments (cryptic scribbled notes) and like I said it was HARD because I really felt for the parents who testified.

    263 concerns me. It needs to get amended or die.

    436 (the bill because the Marion County prosecutor said on the news small amounts of weed weren't being prosecuted and people at 200 W Washington want to micromanage prosecution and gun owners need to pay attention) needs attention and opposition.

    (c) The attorney general does not have jurisdiction to appoint a special prosecutor to enforce a criminal statute if the prosecuting attorney's refusal to enforce the statute is based on: (1) a reasonable, good faith belief that the statute is unconstitutional, or that prosecution would violate a court order or a federal law; or (2) prosecutorial discretion, if the exercise of discretion reflects an individualized decision not to prosecute a specific case, based on a consideration of the unique facts and circumstances of that case.

    I need to give it another read too. Senator Sandlin was added as 2nd author on the 30th. It looks like he's reigning in the crazy with the new language.

    The bottom of the bill has the committee report with the amended language which is now in the bill. Read that first, then scroll up to read the bill. I'll do that after Euchre tonight.

    Halftime at the Statehouse (props to BBIII, I think I borrowed that from him ;) )

    Short legislative session this year (non-budget year), not much to jump and shout about but in 2019 the sticks got moved down the field quite well with Civil Immunity, 5 year (soon to be) free LTCH/hopefully NICS exempt coming soon, and more protection under the Laird Law.

    What is dead (it's dead, GOOD!): Senate Bills: 28, 29, 127, 203 (from Senator Obtuse, made National News and got people involved. Best NRA recruiter in Indiana!), 245. House Bill 1029.

    What is dead (Boo!!): HB 1028, 1152, 1159, 1383.

    Still here: SB 9, 16, 69 (nothing Earth-shaking, but ok)

    Also: SB 263 (Handgun Training for Teachers), scroll up a few for more details. Added John Crane as 3rd author (hoping that's a good sign, he came out and shook Coach's hand after he testified last year for the same bill without the poison pill mandatory training and training cabal.) This needs amended: recommend and provide, not mandate.

    SB 436: (Hopefully an improved version of the "how dare you not prosecute small amounts of weed and announce it in a press conference" bill.) Senator Sandlin is now 2nd author (the adult is in the room now) and was amended to be a lot more acceptable (see a few posts up for the details.) I was going to re-read it last night but Live PD derailed that. Maybe later today (going to Harry and Izzy's for lunch/devour downtown/ain't happening right now.)

    IGA 2020 “HALF TIME” Update 01-31-20 – Notice on Legislation to Watch & Status

    The first “half” of our part time legislative “short non budgetary” session ends on Monday for the State House – with several items already “closed”; and for the Senate this Ends Tuesday. These are dates for item to have completed “Third Reading” on the floor of their starting chambers.

    At this point – ..... HB 1159, was left without being brought to the floor for 2nd Reading (as were 5 or 6 others). The only items related that passed the house - HB 1132 has provisions – making conforming changes to some firearms regulations (see below).

    On the Senate side – ..... SB 291, and SB 335 are all items we were following with mixed support / opposition (see below). There is also SB 436; ..... a few still need 2nd and/or 3rd readings in the senate.

    SB 291 – LEO and Casinos – Similar to SB 69; but for Casino’s not schools. (NOTE: Yes, it IS illegal to carry a firearm inside a casino, for most of us) I am less in favor of this than SB 69. LEO under this are prohibited in consuming alcohol, IIRC. This passed the Senate – but was recalled back for 2nd reading, which means that there may be a further amendment (I do see Amend #2 listed for this) before a final vote and moving forward to the house.

    SB 263 – Training while at school. However, it also has a mandate for Teachers. This passed committee just this week. ... and needs a second reading on Monday 2/3; and then a third reading on Tuesday 2/4 to proceed. Without amendment – we oppose this legislation.

    SB 335 and HB 1132 – both have changes regarding the removal of serial numbers; currently removing a serial number is only a crime (at the state level) for removal from a HANDGUN. The change is to make this for all firearms (the change brings state law to match federal laws, if I understand correctly). There are other small changes. HB 1132 has been sent to the Senate. SB 335, which is more extensive overall, is pending its second hearing (Monday) and third hearing (Tuesday) – to continue to move forward.

    A but more on SB 436, in more detail, tomorrow. I believe that Guy Relford on WIBC's "The Gun Guy" radio show has discussed the sanctuary county movement on the radio and I need to get better up to speed. ... SB 436 does represent a MAJOR SHIFT in power to the STATE GOVERNMENT – and it is notably OPPOSED by OVERWHELMINGLY by MOST Prosecutors (and Many/Most Attorney Organizations) – much like Constitutional Carry – yet it still seems to be moving forward. Much to our chagrin.

    I've given SB 436 another read. This isn't a clean copy/paste so ignore the stray numbers.

    I'm going from "oh hell no" to "significantly better than it was". I think the need for such a bill would be a SJW county prosecutor, which is a real possibility. Chicago/Philadelphia are paying the price for the evil Soros buying those elections. A Soros bought and paid for SJW prosecutor refusing to prosecute false informing against gun owners?

    (b) When the attorney general exercises prosecutorial power
    under this section, the attorney general has the same powers as the prosecuting attorney of the county. However, the attorney general's prosecutorial power extends only to those cases which the attorney general is statutorily authorized to prosecute. 5 (c) The attorney general has jurisdiction to appoint a special 6 prosecutor in an action in which a prosecuting attorney refuses 7 categorically to enforce a criminal law enacted by the general 8 assembly, as described in section 1.2 of this chapter.

    SECTION 2. IC 4-6-2-1.2, IS ADDED TO THE INDIANA CODE 10 AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 11 1, 2020]: Sec. 1.2. (a) After complying with the procedure described 12 in subsection (b), and except as provided in subsection (c), the attorney general may appoint a special prosecutor to prosecute a criminal case involving the commission of one (1) or more specified offenses, if: (1) a prosecuting attorney has announced as a matter of policy 17 that the prosecuting attorney will not enforce all or part of a criminal statute enacted by the general assembly; or (2) the attorney general has determined that a prosecuting attorney has categorically elected not to enforce all or part of a criminal statute enacted by the general assembly. The jurisdiction of the special prosecutor extends only to the prosecution of those offenses that the prosecuting attorney is refusing to enforce.

    (b) If the attorney general reasonably believes that a 26 prosecuting attorney is refusing to enforce all or part of a criminal 27 statute as described in subsection (a), the attorney general shall 28 notify the prosecuting attorney in writing that the attorney general 29 intends to appoint a special prosecutor to enforce that criminal 30 statute, and shall briefly describe the basis for the attorney 31 general's belief that the prosecuting attorney is refusing to enforce 32 the criminal statute as described in subsection (a). The attorney 33 general shall serve a copy of the notice on the presiding judge or 34 judges of the county and on the chief justice of Indiana. If the 35 prosecuting attorney: 36 (1) does not file a criminal information within thirty (30) days 37 of receipt of the notice; 38 (2) expressly declines to enforce the statute; or 39 (3) does not offer a satisfactory reason, in the opinion of the 40 attorney general, for the refusal to enforce the statute; 41 the attorney general has jurisdiction to appoint a special 42 prosecutor to enforce the criminal statute

    (c) The attorney general does not have jurisdiction to appoint a special prosecutor to enforce a criminal statute if the prosecuting attorney's refusal to enforce the statute is based on: (1) a reasonable, good faith belief that the statute is unconstitutional, or that prosecution would violate a court order or a federal law; or(2) prosecutorial discretion, if the exercise of discretion reflects an individualized decision not to prosecute a specific case, based on a consideration of the unique facts and circumstances of that case.

    It's been amended again. I'm waiting to see the updated (again) bill, have concerns about amendment 4 which passed.

    Just got done reading it, worser than the original is not only in genuine Southern Indiana-speak, it is absolutely correct. For about five days it was an acceptable bill, now worse(r) than the version that I testified in opposition.

    Chris Judy is one of the House sponsors. He is a solid supporter of 2A, hopefully on board to stop the madness.

    Holdman seems to have some serious control issues, no doubt like the politicians who gave us unarmed victim zones in the first place.
