A crumple zone is supposed to absorb the energy of a collision thus reducing the energy imparted to the occupants of the vehicle. That crumple zone is too weak to absorb much energy so it is the opposite of effective. It simply allows the collision to get closer to the occupants without much hindrance.
If that car is allowed into the US I would assume it has better crumple zones built in close by and that particular spot is a weak spot.

Crumple zones work. 55 mph and somebody ran a red light in front of me. I hit him and walked away with a broken wrist from the steering wheel. Step son hit a deer on 69 doing 70mph. Totaled car and he walked away without injury.

All of the energy has to go somewhere. If you can't transfer it, dissipate it.

If you drive a small car, you'd better have a lot of "crumple zone". All of that energy is coming your way.

It's likely weak by design. Pedestrian safety is a big thing too. The bumper of the car, shape of the hood, etc are all subject to regulations that are supposed to make it less likely that you'll kill somebody if they run out in front of you.

    Meanwhile...

that is exactly how i ended up in the emergency room when I was 12. Tried stiff arming the earth as i came down and ended up with multiple breaks. I hadnt thought it through that the people in the movies were doing it on flat pavement and I was on a dirt bike riding through a field.

    Where's the bacon?
    Really...
My doctor had to sign off on my placard.

A friend of my late wife who passed away a month after Mrs. IBM did had a handicap placard because she used to transport her mom around because she did not have a vehicle, her husband would routinely pop the placard on the mirror and walk into the grocery store wearing his softball uniform and wearing cleats, no attempt to hide it.

Personally I think anyone using a Handicap spot illegally should get their car towed and pay a hefty fine. I can get by on walking a little bit farther from the door when I go in, but because of a left leg that's not fully operational I get tired very fast and need to save every step on the return trip. Over the last 3.5 years I have greatly improved, but everyday life is not without challenges.
People with cardiac problems who cannot walk long distances can get them, too. My late wife had a handicapped placard, which I still have, but do not use. I have never parked in a handicapped space without her in the car or about to be, and many times did not even when she was.

And I would not be opposed to the “Judge Dredd” response to this form of illegal parking:
