Uh, around here, the Tribal Police are about as tribal as Lizzy Warren.
They are typically draw from the ranks of local PDs. Many of whom have their 20 years in, aren't ready to retire, want a nice raise, and better working conditions.
I know a State Trooper who did this years ago and a South Bend PD guy who just became tribal police in advance of the new casino opening.

Interestingly, that particular article does not specifically mention the casino, but that's the land. As I understand it, a casino was kinda the main reason for acquiring the land to begin with.
