    This officer is wrong. He has exacerbated the situation due to his lack of experience and seems to be struggling with control issues. However, the girl seems to maintain a fairly cool demeanor. The officer later also distorts some of the details when the father arrives.

    Looks like he's a Town Marshall. In Indiana, they are Tier 2 where ACTUAL City police are Tier 1. Tier 2 only require 6 or so weeks of training I would venture little to no, formal field training.. He previously work at Monrovia PD but was suspended 10 days for his conduct at a race track. That department only uses unpaid, part-time officers. So they make their money working gigs like this track.

    He then left for some department in Indy (only school police or hospital police would recognize a Tier 2 credential) then off to this latest gig up north. Sorry sack for sure.

    They need to change this to the cop paying in most cases.
    Well, in civil suits, the officer AND the City/Town as well as the Department are all named as separate entities. Three separate pockets, at least initially. Small departments are privately insured and that may be different than the City/Town they operate in. The suits typically allege officer actions violate 4th Amendment stuff, department for training or negligent retention, and City/Town for lack of oversight of department. So while the IDEA of the officer pays everything out of pocket seems to be an easy thing to say on the interwebz, it's totally disconnected with reality. If the officer acted outside of department policy and/or law, then the department won't cover the officer's expense.

    This guy seems to be a bomb, waiting to go off in somebody’s face. Is there an avenue to complain to the state agency that accredits or commissions police officers? Since the Whitley DA and Town Council don’t seem to be up to the task. I guess it’s gonna be up to the girl and her civil litigation attornies that to fix the problem.
