Back in February 1986 when I went to Lackland AFB, TX for USAF basic training, the second thing they told us (right after the first and last words out of your mouth will be sir) was "The Installation Commander or designated Public Affairs Representative is who is authorized to speak to the media".
If a GI is speaking to the media off the record, it's because there is no other choice. If you ain't the Wing-King (Big Blue slang for the Installation Commander, a Wing is an organizational level in the USAF) or PA, you can't talk to the media. A lot is on the line by coming forward like this.
