It is a "living document".
That means it can be changed.
BUT you have to change it in accordance with it's rules.
Like all those amendments.
If they don't go through the hoops, then they don't get to.

Even amendments are changed.

If my memory is correct the 18 amendment prohibits the sale/possession and production of liquor nationally.

The 21 amendment removed those bans and placed the prohibition of liquor back on the states and in Kentucky (ect) counties and towns.
