Yeah, It's the seal. From my research this is one of the lend-lease Garands. They were sent to England at the beginning of WWII before the U.S. was involved. The Brits however liked their Enfields so the Garands sat in wherehouses until some time in the mid 50's when they made their way back to the states. At first people didn't like them because of the import marks on the barrel which incuded the crown. Then it was realized that they are some of the most original ones out there since they sat untouched throughout WWII. This one is dated from '41. Years ago some guy who supposedly rebuilt Garands for the CMP went over this rifle piece by piece and the only part that didn't appear original was the rear sight.
