Drug test to attend homecoming dance?

So explain to me again how keeping someone out of a dance saves lives?

Because homecoming is so awesome that if kids have to give a drug test to go, they will be too nervous about missing out that they will skip the drug use, or something

Back in the 1980’s we had dances and such to give us something to do besides drink and smoke pot. They figured that if they had a two/three hour dance then for two or three hours we would not be drinking and smoking pot.

Not necessarily. They could kill it in a committee and never let it come to the floor for a vote. That way they would NOT be on record as voting against it.
There are probably many types of these childhood games in congress.

A drawing is held to determine the order in which new legislators may pick committee assignments. After all committee assignments are chosen within the parties, the parties' senators and representatives vote on whether to approve the slate of appointees. These "senior" congress critters then become the chairs of the committees and have ridiculous power about who gets to say anything, etc.
