The only thing that would make sense to me is St John officer had crossed to other side of road on foot in search of vehicle owner. Hammond officer was focusing on the police vehicle lights and moved over not seeing officer on opposite side of road coming back across.Speculation:
So, St. John officer (SJ) pulls over by empty vehicle.
In looking for someone belonging to the vehicle SJ crosses road.
Hammond officer (H) sees squad on side of road and does what he should do, he changes lanes to give squad room.
SJ sees vehicle coming toward him and panics thinking that H's vehicle is targeting him.
That is the one way I see that the stories could both have some facts to them. Way over aggressive response by SJ anyway.

Just like the news likes to do…. The story plastered all over the front page with “facts” that fit a narrative normally and then when the actual facts come to light someone may correct it but most likely they just won’t mention it again.I don't know, but it's sure not a good look for a professional LEO. That said, it's probably better to wait for the details, unlike McDermott Jr. above.
