My story is on the opposite side. I won a rifle on gunbroker and when choosing a ffl I saw a new ffl I had never heard of, I thought it would be cool to check it out. 2 birds you know. Well, I happened to be on my way to Hawaii and forgot to call, because... well Hawaii. Luckily the guy was kind enough to work with me and I ended up fixing his generator in exchange for the transfer fees.. he also showed me his awesome collection of ww1&2 arms. It was such an amazing experience. I know i got lucky, but he also found out he was on the list. Lol

I highly doubt that would affect anything. If every time PSA sent a firearm to an FFL they were technically gifting that firearm to the FFL and relying on their good will to pass it on the actual buyer, but the FFL could legally keep the firearm if they wanted, I just have a hard time believing that could be the case.

Edit: Or maybe Cameramonkey is right, and they just have to be sure to put the customer name on the label; guess I really don't know for sure...
I have no idea what the underlying law is but the FFLs are providing a transfer to an end consumer via interstate commerce laws and FFL regulations.

I do not believe this is as simple as receiving something in the mail that you did not order. There is knowledge here that the firearm belongs to an end consumer and wasn't just received randomly even though the OP did not intend to receive transfers.

If I was the OP, at this point, I think I would call your ATF agent and ask what to do now....

Will be interested to see the outcome and I sure would like to know the story behind the buyer? I am usually following the UPS guy into my LGS to get the firearm.....

I haven't ordered anything from PSA in a long time but I'm remembering a time I think that they required a signature even for non FFL items such as an AR complete upper delivered to a residence. I must admit that IDK what their policy was for delivering an FFL item to a dealer because I've never had an FFL.
We have ordered ammo and magazines out the wazoo from PSA over the years,
and not once have I needed to sign for a delivery.

Good. My experience was different that yours. All I know is that my purchases of PSA complete uppers required a signature at one point. That is my recollection. Not gonna argue the point any further. I haven't ordered anything from PSA in quite a few years.

All we ever ordered were 420 rd cans of 855 and 10 packs of gi mags.
We never ordered and uppers or lowers, and full disclosure, my ups man makes 3 +- deliveries a week to the home/shop.

I'm pretty sure the buyers name is on the label. Thats how they know who it belongs to.

When I worked at the range, we got at least one firearm from PSA with NO customer contact info anywhere on or in the package, but the customer had told us to expect that particular gun to be coming.

Another customer regularly bought high end firearms from auctions all over the country, and those shipments almost never had customer info. Fortunately, we all knew who the shipment was for as soon as we opened the box, and he would usually show up within an hour or so of delivery.

Being as how the UPS man doesn't make regular appearances, it's difficult to catch him. Too, most deliveries don't come to the shop....MOST.

Again, it's more of a "why the heck can't PSA just schedule a pick up?" more than anything.
With having a return label I would have handed it to my UPS driver and watched him scan it when he made the next delivery to my shop.

I wouldn't have called past getting a return label, I would sweep the shop floor and weed the garden before I wasted my time with that.
Or if it was a worthy upper I just might set it in the corner for a long wait and see.
Could be PSA just F'ed up and no one is going to pick it up.
Thats just my opinion. You do you.

I would be happy to throw on a brown shirt and shorts and pick it up.
Better watch out, someone may accept that offer just to see the short pants.

What about a certified letter to PSA stating you’re charging a $5 per day storage fee until the gun is picked up? It’s taking up space in your business, yes?
I would add up every minute of time spent and charge that amount for the transfer fee. With an itemized list/invoice.
    Your time is valuable.
