Not for 59 years. Apparently a year or so ago a new writer decided he would now have telekinetic powers as a result of being "resurrected". He also can now walk as he is a clone. He was in a wheelchair because his legs were crushed in an early encounter with the villain Lucifer. Over the years he has regained the use of his legs for a short time through various means, then lost it again. In any event since his paralysis is the result of injuries, a new cloned body lacks these and he is now able to walk.

Back when he was in a wheelchair from 1963 until the last year or two he only had the power of telepathy.
