Actually that is just a magazine holder/carrier...
The Israelis have some funny ideas about civilians carrying with a round in the chamber. They just don't do it much, both handguns and long guns. They carry M16's either with a bright chamber flag visible or the action open and either way with the magazine out of the mag well. That thing is a horizontal magazine carrier so your magazine is handy but not in the mag well so you can't chamber a round as easily or accidentally.

You can get your own if you wish to look like an Israeli carrying.

Apparently they keep their weapons with them.
Whenever I needed a weapon I had to check one out and then bring it right back and count the ammo too. I wasn't infantry. It was only once in a while that I would need a weapon and that was to escort a prisoner to an appointment or guard the ammo dump or for an alert.
