Texas actually passed a law a few years ago requiring the tax office to use either the used car sale price or the "Standard Presumptive Value" ("Black Book wholesale price), whichever is higher, because there were so many "inexpensive" used car sales...

I bought a "brush truck" once just to keep at the cabin and use in the woods. It was 4 wheel drive and ran good but it had been in a minor accident and had a lot of rust and missing parts and overall just looked crappy. The DMV didn't like my purchase price and sent me a bill for additional taxes based on the value they made up. I drove it to the local license office and met with an evaluator and gave him some pictures of it. I even offered to sell it to him for half of their made up value.
He declined the offer, took some pictures of his own and canceled the bill for more taxes.
