    I think the issue is just that a pistol buffer is needed on an AR and is thus acceptable for function. The concern is that the ATF would consider an UNECCESARY buffer (i.e. on an AK pistol which does not need one) to be a stock and would come down hard.

    Just because it does not have "the thing that goes up", someone might still think that tube is a stock, especially someone who is a jerk.

    I agree with Techres. A buffer tube that is not necessary is a stock. Just because it doesn't have a traditional "stock" shape means nothing.
