I lived in Richmond for a brief while. All I can say is it is a nice place to escape from. Freaking idiocy over there.

Yeah, sounds like some sort of mass mailing with the usual laundry list of disclaimers of "failure to comply COULD result in condemnation, do not swim after taking, if your city code lasts more than four hours, see a doctor, etc."
