Don't think it would have helped in this case.

The vehicle was fleeing a hit and run. Suspect they were responsible for that.
Suspect they probably had no insurance either or the vehicle was stolen.

What troubles jedi is how does one not see a car coming head on toward one on the highway from the "exit ramp"?

Maybe jedi is paranoid driving to chiraqi 5-6 time a week. But jedi is always looking at the ramps and at least 4 to 5 vehicles ahead to see what may be coming or avoid the a**hats that drive like crazy.
