That is how it was shipped, but still does not sound legal to me.Sounds something like FedEx Smartpost, where Fedex gets it almost all the way, then USPS does last mile delivery

I am. The real point here is that IF I was to ship it this way there are some very serious laws broken. The point is DON"T use the USPS to ship ammo, use a shipping company.I'd simply be happy I got my ammo and it wasn't stolen, lost, or delivered to someone else.

because you cannot mail "ORM D" items, including ammo, at the post office

This is something that really bugs me. you have to pay for FedEx to ship. you also have to pay for USPS to deliver.
I have had USPS deliver a FedEX package as a FedEX truck drives by.
I have also had many packages delivered by FedEx to my house.
I have asked the local postmaster why. she would not give me and explanation. It was just a contract thing.

UPS and USPS are two totally different animals.
But it isn't an individual that's doing this.
Mere mortals cannot just go to the USPS and ship a handgun either - yet an FFL-holder can. And they do. A lot.

ORM D I think has more to do with the powder and primer fire hazards than gun law.
...Basically, the USPS pays FedEx to transport a large portion of mail...
