Seemed like things that would happen here?

In Toronto Canada they would put empty cruisers in the center of the highway with a dummy holding a radar gun. Caused a few accidents from people gawking. Every once in awhile they would drop an officer off and he would operate the radar and the other car would chase. Nice little operation.
