    Great news for those outstate but I assume that this will allow home-rule if it ever does pass.

    SPRINGFIELD | A state House panel is recommending that the General Assembly give Illinois residents the right to carry concealed weapons.

    The proposals are expected to garner opposition from Chicago-area lawmakers, who have expressed concern about increased gun violence

    Supporters of a concealed weapon law say the U.S. Supreme Court's ruling last summer overturning a handgun ban in Washington D.C., and an endorsement of concealed carry by the Illinois Sheriffs' Association gives a boost to their efforts.

    House Bill 245, sponsored by Marion Democratic Rep. John Bradley, would allow the Illinois State Police to issue the permits. It was endorsed Wednesday on an 11-1 vote, with Democratic state Rep. Julie Hamos of Evanston the lone opponent.

    House Bill 462, sponsored by state Harrisburg Rep. Brandon Phelps, would allow county sheriffs to issue permits.

    I was going to post this but I got side tracked.

    I hope it does pass, I would feel much more comfortable in Chicago if IL started honoring IN permits.

    I wasn't aware that any governmental agency (or any Earthly agency for that matter) could give rights, only restrict them. Give permission, maybe, but that's a whole different argument. Illinois residents already have the right, it's just being denied by the people who claim to serve them.

    That's what I was going to say. I was not aware that the government got to GIVE rights.

    Illinois has "home rule" laws and also does not have firearms preemption so even if everyone in the state approves CCW, it is likely that CHICAGO, and probably all of COOK County, will pass provisions to prevent licensed carry within their jurisdictional limits.

    That's the point. Their starting point is to drill into everyones head that
    government is the ultimate authority on everything. The "journalists" had
    that pounded into their brain all their life. It's easier to take away rights if
    everyone is under the misconception that they only have those rights by
    grant of the gov.

    I would just love to be able to carry though the state on my way to and from all points west off there.
    Ha, I live so close to Illinois that when I drive down the street to the west of my house if I am driving north I'm in Indiana and my gun is legally allowed on my hip but if I turn around and drive south I have to disarm, disassemble, and lock the gun in the trunk.:n00b:

    One step at a time. Hopefully they will get something good going for themselves. I'll be happy if I could legally be in posession of a hangun in Will County. I work 2 blocks past the Cook country line and would love to be able to have a gun in the car for the trip to the store after work.

    Yes. Governments only choose to recognize, guarantee, or infringe on rights. Giving them is beyond their paygrade. That happens at one's birth. Why is that so f'ing hard for people to get? Governments have power, legitimate power when it's granted by the people, illegitimate when it's taken from the people by force. Government has no rights, nor can they grant any. While we're at it, no one has a right to something that must be taken away from someone else in order for them to get it. No one has a right to healthcare, or food, or a place to live. Only the right to peacably pursue these things through their own productivity and voluntary trade with others.

    Every time I hear that some entity is giving me a right, I want to spit, and then I want to scream. I enslave no one, and I will not be enslaved.

    If IL gets its CCW rights back from usurpers, it will be incremental.

    There will be no reciprocity or out-of-state licenses issued to start, but progress is progress.

    With the announced support of the Illinois Sheriff's Association, and others, we have a much better chance.
    No, the governments of the "People's Socialist Republik of Chicago and Crook County" would never give in. Dictators are in a world of their own making and hate the idea of "giving" the "subjects" anything positive. (They just want to "take" more and more):xmad:

    But, we are so much closer than at any time in decades. We have much more support from our congresscritters. The word is getting out and the support is growing. "One step at a time".

    Passage of either of these bills would not only benefit IL residents, but anyone who visits.

    Synopsis As Introduced
    Amends the Firearm Owners Identification Card Act. Provides that any person who owns a firearm in this State shall maintain a policy of liability insurance in the amount of at least $1,000,000 specifically covering any damages resulting from negligent or willful acts involving the use of such firearm while it is owned by such person. Provides that a person shall be deemed the owner of a firearm after the firearm is lost or stolen until such loss or theft is reported to the police department or sheriff of the jurisdiction in which the owner resides. Provides that the Department of State Police shall revoke and seize a Firearm Owner's Identification Card previously issued under this Act if the Department finds that the person to whom such card was issued possesses or acquires a firearm and does not submit evidence to the Department of State Police that he or she has been issued in his or her name a liability insurance policy in the amount of at least $1,000,000 specifically covering any damages resulting from negligent or willful acts involving the use of such firearm while it is owned by such person. Effective January 1, 2010.

    I really hope it passes for our Illinois neighbors but get the feeling that as long as dictator Daily is in office it stands a snowball's chance in hell. I do believe he weilds all the power in IL.
