How do I obtain a transfer item when FFL passes or is in hospital

I had a can at Wabash Valley Armory (the original crew) when the owner died, he was the ffl holder and ATF had them refund my money despite my protests
I had friends who had class three items there and they too got refunds

I had a gun get shipped back to a seller when my FFL got sick from covid. They make a few attempts to drop it off then it got sent back. They refunded me and waved any fees.

all ended well.. easy transfer to new FFL. Guess it was just an exercise in patience…
