I'll cut some slack to the cops as the weird exhaust sound was echoing and funneling out of the garage, across several blocks, and being heard by two cops under a bridge which probably distorted it more.

The tune and timing do add something if it's on the track, and many of them are used on the track, but yes some are also used for getting attention.

As this is in a shop so he could be setting up a two step and the only way to do that is to use it, and that is what it sounds like.

Just for the record my incredibly stock (except for tinted windows an an INGO sticker) 2013 Civic sounds NOTHING like that.

You should hear a 1800 HP American V8 on a rev limiter at Raceway Park.
Its freaking awesome. This guys just doing it in a 200HP Honda. His cup of tea
