The guy obviously had a history of workplace problems, probably borderline psycho, he thought ahead enough to bring his shotgun to work that day knowing his eval was going to occur
:yesway: Good insight! For 18 years I was in the position of giving performance evaluations, and I can tell you that people do know when they are about to get a poor evaluation. You can see it in their face, their language and their body language. I never have let fear of an employee stop me from delivering a deserved poor review, but, believe me, it sure made me situationally aware, since that workplace was a "gun free zone".

Many people I know are law abiding citizens until they drop their kids off at school; get to IUPUI for their night class or walk into the front door of the government center. If it's legal to carry a firearm, but you can't keep it in your car while at work, then you become a criminal. The laws, with school and university restrictions are already unfair. A crazy person will kill with or without a legal carrying permit. We make simple things very difficult.

...looking just a tad deeper, hundreds - if not thousands - of RESPONSIBLE gun owners did NOT shoot their coworkers, even though they kept their guns safely in their vehicles during the work day.

Lets take a look at all the cases where shootings did NOT happen for once and add that to the equation.
