We are still just getting started with reloading. I've tried looking for this on the forum, but did not find this specific info. Sorry if it has been asked and answered before...

Specifically for 223/556 and for 30-6 rifle reloading:
We are using a single stage universal deprimer (does not resize).

    Questions:
    1. Do we need to use case lube before depriming with the universal?
    2. If we DO use case lube before and don't immediately do the resizing, do I need to re-add lube later just before resizing? Will the "extra" lube on the case cause a problem (do I need to clean before re-lubing)?

    TIA

No, a universal deprimer does not contact/resize a case when depriming, so, no lube is needed.
When you size, you must lube due to the pressures exerted on the brass to "reform" the case.

I should add that if you are using pistol dies with carbide inserts, you don't, officially, need lube.
But I lube my pistol cases anyway.
