Building a rat rod questions

So I am considering building a rat rod. My idea is to buy an old cab and bed, build a new frame and go from there. The question comes to title and registration. How will that work here in Indiana? Say I complete it in 2025, is that it's model year? And being new, does it require modern conveniences like air bags and seat belts? My google-fu is weak, apparently. Any past experience is welcome.

Do the Boyd Coddington deal. Whatever cab you use use the vin from it. He destroyed many nice antique cars only for vin numbers and didn't use much more than the plate in some instances. So if you get the entire truck get the title and use it.

As others have said start with something that already has a vin tag and title.
