In the Officer's Mess, he was Mr. Vice . . . the Vice President of the Mess, who was always the most junior officer member of the Mess (President was the most senior officer). Mr. Vice always had a tiny table off in a corner separated from the rest. His job was to take reports of violations of Mess Rules for adjudication and possible punishment. He also tested the food before it was served to the rest of the Mess to determine if it was suitably edible for them. Perhaps he's performing some similar function.

I do see now how much power these various committee chairs actually wield in the Indiana legislature system though. It is a little bit scary. Now I see how that old Dermody Rino was able to just to deep six all the good gun bills we only got passed in the last few years. These chairs have the ability to bring up only what they want, and deep six what they want, bring stuff up in committee then just decide, its testimony only today.. only to never do anything else with the billI don't believe in coincidence
