      I was trying to arrange a purchase once. The guy was adamant about running a paypal gift payment to avoid their hulabaloo (really because you can't get it refunded).       It's probably the prop guy/armorers fault. He's an actor and a californian, and much like a child, shouldn't be expected to act responsibly with a weapon.
