Yes, the permit keeps non-residents from parking in that lot. It does get patrolled and makes it easier to spot.

There are residential houses nearby. I believe a couple are now Airbnb.

Also, it is a small, non-lifeguard beach with limited parking (no street parking). It helps residents get parking access.

Used to be able to drink there too until FIBs came over, got loaded, and caused fights.
