Why No Witnesses?

Over and over again..."Somebody knows who killed my (son, daughter, brother, baby, etc.) and they have to tell what they saw..." But nobody says anything.
One young man was shot on a basketball court with about 150 people present and "ain't nobody seen nuffin."
Do people not come forward because they'd rather see a murderer go free than help the police, do they fear retaliation from gang members or friends of the shooter, or are they just willing to see more murders rather than be called a snitch?
Or is it something else?

I really don't understand.

Officers arrest, and are insulted to see the offender out in the same area before the end of their shift. The 'witnesses' already know this will happen. Would you speak out?

Didn't we just have a news story in Indy about a woman's daughter murdered and the accused was out with an ankle monitor while he awaited trial? A murder charge? Fix the prosecutor's office (perhaps there is something they are lacking: hint hint ) and go back to having real consequences for real crimes.

Okie girl got it. You have to dance with them what brung you. These people have to live with the brutes who do this stuff. Justice in "the system" takes months and often fails. Justice in the street is swift and 100% effective. They trust in the street because they see it work.

And just to make sure I don't cop out here, I ratify and condone CM's "rational white people" comment. Rational white people support a system which works for them, and makes sense for them. Rational low income blacks have a system that works for them, and makes sense for them, and which is different from what the RWPs believe in. I know that sounds culturally relativistic, and it is. But people believe in what they know.

"Justice" takes months. When someone sees someone's baby killed, they don't want them to get community service and several months worth of "three hots and a cot." They want them to get their balls cut off with rusty scissors. Being gut-shot with a Hi Point is a close second, and is readily available tomorrow night. If somebody does something stupid and talks and gets the guy arrested, it f_cks with the plan.

To a "rational low income black person,' the quickest way to get the sumbitch dead is to keep him out of custody and in your gun sights.
