    So is buying a "80% lower" a way to get around gun registration in states that does that? I assume it's like that in California.

    there are plenty free cam files online for you to make a complete billet lower, upper. grabcad.com is one of the sites.

    I do find it funny how so many who wanted an 80% lower to avoid being on some supposed radar, bought all of the other parts off the web with a credit card.
    80% lower, mill, some skill and Cerakote......seen folks with nice lowers.
    Too much hassle IMHO.

    Dude, you have the skills and gear to make it from scratch. Why bother with an 80% lower? You can do better yourself.

    No, a license is not required to make a firearm solely for personal use. However, a license is required to manufacture firearms for sale or distribution. The law prohibits a person from assembling a non–sporting semiautomatic rifle or shotgun from 10 or more imported parts, as well as firearms that cannot be detected by metal detectors or x–ray machines. In addition, the making of an NFA firearm requires a tax payment and advance approval by ATF.
