    Harrasment of migratory waterfowl is a federal offense.

    I honestly don't mind my tax dollars supporting that type of behavior. Escpecially as a duck hunter, i love watching the little ducklings waddle around and dreaming of killing them in the future.

    It is a public safety issue when you think about it. You don't want a pileup happening because drivers are slamming on the brakes to avoid hitting them.

    Technically... harrasment of waterfowl is whatever the heck Mr Green Jeans feels like at the moment. It could be as simple as feeding them at the park all the way to shaking their eggs to prevent unwanted nesting. DNR rules are fairly open to interpretation, especially baiting regs.
