    Yeah - the idiot parked right in the middle of the road - and I thought the Walmart lot was bad.

    I think a picture from the side would provide some answer. I'm guessing something heavy came loose and rolled towards the hitch point which acted like a hinge. Maybe one of those extremely larger rolls of cable.

    dump truck with dump bed raised. Happens rather frequently. Why in construction zones you often see “caution overhead lines” signs.

    This looks like it's not in the US. But as stated by others, is not that uncommon.

    I hate to be a “Denny”, but the first photo has a sign that is in English, and it mentions “miles”, so it most likely IS in the US. The second photo, going by the license plate, people, and truck brand, is most likely not in the US. So, at least you are half right, and I get a half “Denny”
