I'll speculate that Britany is likely a victim of the vicious cycle that we see many child actors and actresses go through. The Hollywood (add in "pedophilic" as required) beast sucks them in, chews them up, and spits them out. What you see now is likely the remnant of a life full of exploitation and abuse. While based on what I've heard, the details of the conservatorship were cruel and inhumane, however any remote chance of Britany having a normal life was likely gone over two decades ago. In other words, the game was lost before she realized she was playing.
