Thanks Kludge - appreciate the information. Sounds like it might be best to ship FFL to FFL, just from the shipping cost standpoint. I'll have the brother-in-law check to see what it'll cost on his end. I'll be darned if I could find this when I went looking - even Uncle Google wasn't much help. If I find out anything different from Virginia law, I'll post it.
