Does Grassley/Cruz call for National Reciprocity?

To a degree. The way I read it, the amendment would have allowed for transportation of an unloaded weapon through any state in the nation if the individual transporting it was legally allowed to carry the weapon. Not exactly reciprocity. I think it was there to give republicans something to vote FOR more than anything.
