Im still confused when it comes to sbr's cause I can order the upper for an ar and they will sell it to me but I cant attach it to my lower untill it has been registered correct? Do I need to take it to a class 3 dealer to hold while my paperwork is being processed?

No. You should not order it because you cannot have it in your possession until you have a legal configuration for the upper. Whether it be a pistol lower, SBR or MG. The upper itself is not a firearm, that is why you can order it directly to your home, but make sure you don't have all the pieces to make a sbr, because even if it's all apart, it's illegal. So it's not about actually having it attached to your lower, it's about having the pieces to make it.

QFT. The term is "constructive intent". Just having all the parts is the same as having the whole rifle. Don't do it.
