    Inquired about some lowers in Ohio from a retailer(ffl). They are close enough to me that I could drive there and was wanting to save on the shipping and transfer. They emailed me back and were very accommodating but said they could not sell to an Indiana resident over the counter and I needed to take possession of the firearm in my home state. I was under the impression I could buy in Ohio as long it was a legal ffl transfer(background check). Am I wrong? Any links to the laws on this matter? Maybe just a store policy? Thanks. Sb

    Had the same issue since they have AR pistols now the lower can be considered a pistol/ handgun. Therefore you can not purchase it out of state.

    "Others" are treated like handguns so you have to purchase in home state, and be over 21 to buy.

    Doesn't matter if it's a complete lower with a buttstock on it, it's still treated like a handgun if it's marked "other" on the 4473
