1) get a family law attorney first thing Monday.
2) me, I'd also consult with the us consul. One still needs a visa to enter the US. There are many reasons he might not be granted a visa.

3) locate and secure the kids passports. They can be replaced in a few days. But this would slow things down in a worst case scenario.
4) the kids know something is going on. Dad needs to have a conversation with them. Not sure what needs to be said. But they need to have a plan in place to remain emotionally and physically safe. Maybe nothing more than permission to say "no" to an adult. And a reminder to call 911 if certain conditions exist.

You might consider keeping those kids close at hand , as in at home, for a few days until things settle out. I know of a situation where a Saudi father secretly took his boys away from their mother a couple of years ago, and they haven't got them back yet.
