On the user's public profile page (find it by left-clicking their name in a thread or by looking for it in the Members tab at the top), click on User Lists and select Add To Ignore List. Or, in your own Control Panel (UserCP tab at the top), click on Edit Ignore List on the left side and manually add the username.
