there is no shadow or ridge to indicate fat near the chest area.
breast after all are nothing but fat.

look at the neckline right below it.
again no "valley like line" that would indicate she has medium/large breast.

look at the black line of the swimsuit and how it goes from neck to waist in almost a straight line. if she had breast that line would curve more.
