I guess that depends on how you define "the Executive branch". Yes, they don't "handcuff" the Legislative or Judicial Branches, but most of the Federal Government really comes under the purview of the Executive Branch. And therein lies one of hte major problems with the Government - all the Administrative agencies (or bureaucracies) that are basically not accountable to the electorate.EOs are invalid if they go against the U.S. Constitution. Also I think there is a stipulation on EOs on who they affect. In other words anyone outside of the Executive branch is not under the authority of the EO. EOs only affect those who are directly involved with the Executive. More on this later when I look this up in the Constitution. FYI, The Heritage Guide to the Constitution
